Adding task to be executed after power up #43

Adding RESET_POWERUP as task to be performed after power-cycling / re-loading the firmware. It resets FC, ResyncLoad all the ROCs, resets DAQ and the PLL.

@jmmans it'd be great if you have a better name for this task.
