URGENT: Ability to provide a single file to configure across the entire detector #50

A single YAML (or YAML-like) file should be able to provide distinct values for all HGCROC in a system (including in different Polarfire FPGAs)

Detailed solution is not clear, but this is important to provide a simple way to configure the system.
