Resolves issues #104 and #108

Anything that can be moved into the tag system should not be migrated.

Since the current tag system doesn't currently support random outcomes, I've made the randomized tags into their own slash command, /react. If the support is planning on being added or if the plan is just for them to be static, I can remove this part.

I made the change. I can't move this to a branch because of the package conflicts Migrating avatar.js first should fix this since that doesn't have any despite using the same package
