Add DIPImage to the Matlab setup notes #7

The "Undefined function 'maxf' for input arguments of type 'single'" error in Matlab is thrown when calling image_segmentation_sCMOS.m if DIPImage isn't installed.

DIPImage should be added to the external-libraries folder and install notes added to the Wiki.

I have a section in the installation instructions for the localisationProcessor pipeline about DIPlib and will add it to the wiki. An (maybe at some point outdated) version will remain in the localisationProcessor folder.
