Package new shapefiles #20

Either validate the existing geography shapefiles or produce new ones and include in schema.

The V4.6.0 base shapefiles are used for V4.7.0 which are significantly larger than the V4.5.0-draft ones. This is because the later ones were not simplified manually due to limitations of the RHEL5 geography processing env. This should be fixable in the RHEL7 environment without the postgres version restrictions. Anyway, these should be fine.
