[BUG]: Border appears on top of popups and other windows #971

Describe the bug The border is getting painted on top of pop up windows and dialog boxes

To Reproduce Open 3+ instances of notepad. Type some text and attempt to close notepads such that a pop up window will ask whether you want to save the document. Alternative: Maximize a window with the mouse

Expected behavior The border should not be painted on top of these windows.
