We currently get a "constraint" error at foreign table creation time when the pointcloud_formats table is empty.

For the record, a cleaner option would be to address https://github.com/pgpointcloud/pointcloud/issues/95, but I do not see that as a blocker yet.

For information, I just pushed the same change in the ForeignSchema class. See 7c2c969.
