This PR renames (1) the CLI from mm2li to li3ds, (2) the Python package from micmac_li3ds to cli_li3ds, and prepares (3) the renaming of the repo from micmac_li3ds to cli-li3ds. It also changes the project description in the README, as the project is repurposed a bit, to make it more general than a "micmac to li3ds" importer.
When this is merged I'll effectively change the repo name on GitHub, and I'll update the Dockerfile in api-li3ds to accomodate the repo name change.
