Top-level directories structure for the wombat project.

Naming scheme:

wombat_ prefix in every directory name
wombat_ prefix only in a subset of directories (the ones already existing that are very general: cmake, bringup, hello_world)

Questions:

Where to put algorithms? One package per algorithm? One top-level folder per package?
Where to put messages?
Where to put common utilities?
