Extend slider tool for Energy Poverty #104

The slider tool needs to be able to show energy poverty rankings of administrative areas, e.g. Data Zones for Aberdeen. It should show number of people buildings or households affected and maybe income thresholds.

This has to be further discussed to see how we can tackle this and what should be exactly shown.

If we continue using the GitHub issue tracker like this it will quickly loose its usefulness.
