hydro-atlas and ecosystem test web sites show registered modules from Aberdeen #138

Both instances show registered modules from Aberdeen. Unregistering will cause also unregistering the modules from iguess.tudor for Aberdeen. I assume the data base entries for "cities"is not correct for hydro-atlas and ecosystems.

Just a guess, but it might be because there appear to be no cities for the hydro-atlas instance. Try creating one and see if this resolves the issue.

It might be worth explicitly checking for the no-cities situation and printing a message saying that the site needs a city to be created before it will work.
