wps_server_id in mod_configs table #165

Lately, this field has been the cause of various issues. It is not obvious why it exists since the mod_configs table already points to wps_process table with wps_process_id.

To do: understand where this field is used, why it is used and then remove it.

This field is used in various places and can not be easily removed. It is a design error that is corrected in the Django implementation.
