Scenario sectors may be different for each site #179

Instead of going right away with sub-sectors, it seems wiser to consider a different sector structure for LaMiLo. Sectors such as Agriculture or Industry do not matter for LaMiLo, but the refining of Transport is, thus sub-sectors were simply a "short-cut".

Sectors must now refer to the sites where they should be considered for the CO2 Scenario tool.

The Scenarios controller is now ready to process different sectors according to site details (commit e4a78423adf550a420e6c24c4a0b923cf6b39449 and previous). A dummy list of scenrios was added for LaMiLo.
