Scenario 66: error on edit #248

This is an "old" scenario for Gent: http://test.iguess.tudor.lu/co2_scenarios/66/edit

Likely, there is some information missing. It was possible to replicate this scenario.

This was a typical iGUESS problem: records in the co2_scenarios table referencing users that no longer exist. Corrected in the database.
