Data Manager generating invalid requests #250

The Data Manager is generating invalid request for certain services like the one from ISRIC. The question mark is missing:

http://wms.isric.org/geoserver/wms&SERVICE=WCS&FORMAT=GeoTIFF&BBOX=-191.01744,-191.01744,191.01744,191.01744&RESPONSE_CRS=EPSG:2169&CRS=EPSG:4326&VERSION=1.0.0&REQUEST=GetCoverage&COVERAGE=soilgrids1km:BLD_sd3_L

This issue stems from the datasets controller and affects all modules using it: Data Manager, Modules, etc.

Working now, possibly fixed in commit de5e96b94532532962ff3eb406eb70f26fac6f4e
