The processing tag "Mapping" will have to be removed in the future. Instead we can directly list all layers in the Maps TOC which have a mapping tag.

Non-tagged layer will not be displayed in the TOC and would force the user to use the mapping tag system in order to see all tagged layers in the Maps TOC.

This needs to be further discussed and thouroughly tested as it can break things in a couple of locations.
