The criteria states that content can be presented without loss of information or functionality, and without requiring scrolling in two dimensions. The focus for this issue is “functionality”.

Because the progress bar is “hidden” behind other buttons a user who can see and uses a mouse will probably not know that they can access the progress bar. Note that for the English version of the course this was only noticed in the Chrome browser.
