Removes our node handshake calls when the latestBlochash is needing to be updated. Replaced with a service endpoint dedicated to fetching this data.
Changes our staking contract listener from listening to Validator Locked events to Active validator events. Change introduced as a prelim to a follow up task for refactoring our network syncing on epoch transitions.

Tested with integration test runs on local and cayenne with a block hash fetched from the new service to assure it works with the nodes internal block store.
