Restricted Labor Camp Sentences #235

-Restricted sentences which may be sent to labor camp. -To qualify, a sentence must total 500 or more points. -Added a nice buzzing noise (used one of the mulebots's) and error for the user if it is less than 500. -Error plays when attempting to remove a card with more than 0 but less than 500 as the goal.

Point goal adjusted to more closely scale with brig times -Major crimes lowered from 500 to 250 -Cutoff for labor eligibility lowered from 500 to 250 to match, now 3 medium crimes are enough.
