This is still an issue, but admittedly a low prority now. I'm slowly planning to either create in or out of house an alternative that can be deployed in-house in place of or alongside Apple TVs that should be able to run on an RPi 4 (lower in theory, but I need the highest graphical support as possible for video encoding/decoding).
I'll likely touch on this issue more in the future once that is nearing a stable state or a beta phase where I'm confident to release my work.
tvOS 17 now has VPN support – Tailscale will likely add support in the future.
Android set-tops don't have this issue and, as such, I'll close this out.
Currently, streaming content off Plex has been restricted for awhile to only while inside Tailscale. There is an issue with this: there is no method for devices that don't outright have a method to connect to a VPN to be able to use Tailscale, namely an Apple TV.
It's possible using a network broadcast from a computer that's connected and using a subnet router could be a viable solution, but I'm not sure if it can be relied upon. This would remain an issue regardless of the platform we use, assuming we can't use something like a SOCKS proxy to an always-on device on-site of that users.
