Moving docs and test directories to project root directory to better match conventional project structure. Also setup.py and version symlink moved to root directory.

Core ATS files remain unchanged.

I did a checkout of this branch, and a rebase to get the changes from main which are not yet in here. I then did a test install and it seems to work. So I am approving.
