Sphinx 2.3 (which I switched to on RTD so that it would work again with breathe), did not produce correct output for .. include: foo.c. It produced a single line horizontally scrolled. However, .. literalinclude: foo.c seems to do a bit better. And, it may be the case that .. include: is really for including rst files in other rst files.
