Revamp builtin atomics #1677

Summary

This PR is a refactoring
It does the following:
- Refactors builtin atomics to use more intrinsics when available
- Adds missing reinterpret_A_as_B calls in hip atomics

We should do a before and after performance comparison with #1624 to check that the atomics are performing how we expect at some point, it I don't think it should hold up this PR though.
