Update CI test pipelines for RAJA and RAJA Perf

[ ] Remove Intel 19
[ ] Update to Intel 2023
[ ] Update SYCL compiler for corona to ROCm 6.1.2
[ ] Add clang-cuda pipeline on lassen
[ ] Add OpenMP target job
[ ] Remove CUDA 10 job (blueos system default is now 11.2.0)
[ ] Update Dockerfile to use new images that Umpire is now using.
[ ] others?
