Update documentation and functions in utils.py #42

This pull request makes several small changes to utils.py, including:

Adding docstrings to functions
Removing unnecessary comments
Correcting typos in documentation
Removing a duplicate function so that it is only defined once
Renaming functions so that their names follow ssapy convention
