Tested on quartz (openmp), x86 (openmp as quartz), rzwhippet (openmp), pascal (openmp, cuda), lassen (openmp, cuda), tioga (openmp, rocm) Subsumes https://github.com/LLNL/benchpark/pull/89 and extends https://github.com/LLNL/benchpark/pull/154
