Broken dependency chain llnl-scraper -> github3 #38

I am hopefully working on a fix for this! The details are here: https://github.com/LLNL/scraper/pull/59 and the fix here: https://github.com/LLNL/scraper/pull/60 and when that is released I'll finish the PR here https://github.com/vsoch/contributor-ci/pull/22 that will be used for the action here.

I don't think this is going to be addressed soon - I'm going to install the scraper from my own branch until the maintainer(s) can respond.

Fixed: https://github.com/LLNL/radiuss/runs/6847469632?check_suite_focus=true. I had to do a patch release of cci with the fix because the maintainers weren't responding. When they do I can go back and do a release for 0.0.16 that has the install from the source (and not the patch).
