Add markdownlint checks to Travis

@IanLee1521 This seems to be working almost as expected (though I haven't tested the "release" functionality). It looks like only one version of Python is getting tested now though. Any thoughts as to why or how to fix it? And can you confirm that test_npm has been added to the release process correctly? Problem has been resolved.
