Docs builds on LC have been disabled for awhile. Since we build our own doxygen/ sphinx now, it would make sense to regularly test docs on LC. Also, this is especially important for Smith, since it doesn't have azure. This PR also:
Updates doxygen to 1.9.8 (on docker containers as well)
Updates sphinx to 7.2.6
Adds option to print uberenv calls in llnl scripts with a -v option
