Create repository for new AIA analysis user guide #6

This is not specifically related to aiapy, but there really is no other place to put the issue.

Since there has been discussion of creating an updated version of the AIA analysis user guide, we should create a repository for this document. Since there is no content yet, it could be a skeleton of the project.

Two possible formats for this could be:

Sphinx--standard tool for creating Python documentation, very flexible, modular, written using reStructuredText, can compile to multiple formats (e.g. HTML, Markdown, PDF, LaTeX), easily hosted as static HTML on Read the Docs, GitHub pages, etc.
Jupyter Book--a bit more complex maybe, but more ideal for lots of interactive notebooks; recently used to create the Machine Learning, Statistics, and Data Mining in Heliophysics
