Add changelogs #67

I've not been good about adding changelogs or insisting on them. I've tagged the PRs, both opened and merged, since v0.2 with a "Needs Changelog" label. Prior to the v0.3 release, we should go through and make sure there are changelog entries for all of these.

Moving forward, we need some system for ensuring that relevant PRs get changelogs.

Is the plan to do a single PR to update the change logs?

For the PRs that have been already merged, yes. For open or future PRs, I'd like to do what we do in sunpy and just not merge things unless they have a changelog (unless the change doesn't warrant one).
