Use CI to automate release #77

We should add a task to our pipeline so that when we push to a tag, it automatically uploads a new release to PyPI. This will relieve the burden of having to do this manually which comes with a number of risks. This is the way releases are done in SunPy and our release checklist mirrors the SunPy one in several ways, but includes quite a bit less automation.
