Changelog PR links incorrect #96

The full changelog (https://aiapy.readthedocs.io/en/stable/whatsnew/changelog.html) has links to PR numbers, but these are generated assuming the project is on github, and they are therefore broken. e.g., one of the links is https://github.com/sunpy/aiapy/pull/111

Great. I suppose all of the old changelogs should technically be rerendered. :grimacing:

Hopefully there is some towncrier flag or config that will switch these from GH to GitLab.
