Add CSS or SASS linter #175

if we decide to add a css linter, we may want to decide whether or we're switching over to SASS first.

Do we want to do it under this or a separate issue, the css files need to be alphabetized, there are a few of them no longer in order.

I had alphabetized these in the 12-23 sprint and its already showing some out of order, so we probably need to - as a team- commit to these standards.
