I want to be able to set up my coding environment to automatically use LMHT's guidelines.
Acceptance Criteria:
Once Issue #175 is done, have CONTRIBUTING.md have details how to setup using the guidelines automatically for outside contributors. Show example perhaps of using Atom as the editor and setting up CSSComb and setting its preferences to use the json file created by Issue #175.
Setup in-house contributors to start using these now.
Setup any additional guidelines for other files as well as any default programs to contribute to these.
