Fix drop down menu so it doesn't drop off the bottom of the screen #201

In order to maintain accessibility to the tags As a user of LMHT I want to be able to see the whole drop down menu and be able to access it/click it.

Acceptance Criteria: Make the drop down menu fit to screen size so it doesn't extend past the bottom of the screen and can't be clicked on, nor will it allow scrolling down to the bottom.

As a user of LMHT I want to be able to access the drop down menu in its entirety.
