Actually, the usage of BibTeX especially in combination with such packages like natbib is deprecated. BibLaTeX is a much improved solution to handle the references. Esp. because it can handle URLs, DOIs, and preprint server links from arXiv/jstor/SSRN and even GoogleBooks etc. (No longer this non-standard fields bdsk-url fields which Ole's editor BibDesk seems to add automatically all the time (here is a fix))

Furthermore, BibLaTeX uses UTF-8 encoding (important for German Umlaute ;) and other non-standard Cypriot&Greek letters ...) and is highly customisable/flexible. If you want to see it in action, feel free to browse through the Time Lotteries PDF and the associcated TimeLotteries/preamble.tex file, where we use various useful options of the package and produce a beautiful References section. Beautiful := everything (URL/DOI/arXivID/Backreference to the page on which entry was cited) is really clickable.

BibLaTeX calls one of two possible compilers (the thing that creates the actual references in the .bbl file from the .aux file), the first one is bibtex.exe or bibtex8.exe (to be backwards compatible) and the more recent biber.exe.
