Add aarch64 binary - requires glibc >= 2.28 #1

Built on RaspiOS64, Flac, ogg, and soxr are statically linked. But aarch64 static glibc does not appear to exist on Raspbian/debian, so those are linked shared objects.

Thanks, Do you need to version bump so the plugin gets updated?

Of course, I was still working on the release script. New version has been released!
