There are two options to enumerate all public keys within Bitcoin script (redeem script or custom script within scriptPubkey):

emulate bitcoin stack and take the values from it on certain commands signifying public key presence (like OP_CHECKSIG[VALIDATE])
convert the script into miniscript and take the public key values out of it

It is proposed to stick to the latest option since it:

will be maintained outside of LNPBP, so all new softforks + possible implementation bugs will be automatically merged
it will require to write less code

After prolonged consideration and discussions Miniscript was chosen as the desired mechanism for LNPBP-2
