Create page on package creation #180

Hi all,

This might be tangential to #73 , but I was thinking it would be useful to have a page on basic package creation and/or namespace management.

I'd be willing to write brief R and Julia tutorials. Also, as a learner I would love to see best practices for Python!

My apologies if this already exists and I'm failing to notice it :~)

We do have a page on preparing an existing Python package for Conda (https://lost-stats.github.io/Other/create_a_conda_package.html) but a page on creating a package would be great! The question will be how deep to go - basic creation vs best practices vs unit tests. The right level of depth to be useful without being too much will be tough to hit.
