Cant purchase unlimited feature #4

So there's a menu for activation that gives 3 options number 3 being the unlimited activation feature. If you choose 3 like I did it wants you purchase the feature through whatsapp but when WhatsApp opens up along with a pop-up that says "The phone number *62 895-3534-84895 isn't on WhatsApp" Maybe I'm retarded but I can't figure out how to purchase the unlimited feature.
