Implement extension proposed in 10.1016/j.cnsns.2020.105232 #1

In the paper Detrended fluctuation analysis of cerebrovascular responses to abrupt changes in peripheral arterial pressure in rats a small extension is proposed to calculate the min and max of the variances at each segment.

This should help quantify mono- vs. multi-fractality in a "simple" manner. Easily implementable.
