As a state content developer, I want the option to display a link to state 211 resources.

Please adhere to the current UI standards and don't change look/feel per the wireframe. Let me know if there are any questions.

Please hard code the 211 buttons, underneath the map, instead of replacing the map on the Organizations section of T/R resources. As discussed, we would still want the option to display or not display for each state.
