@KellyeDC @grawdon The task is completed. We added State admin role because Super User /Admin role was added initially. Super User/Admin role is the Platform's Admin. He has all permissions described in the document "CMS_Roles - permissions" available for Admin including possibility to change the plugins/themes/languages etc. And Super User /Admin role allows for updates to all states content user administration and static content. This user also has access to state level (organizational unit) content. State admin has the same permissions as available for Editor + possibility to Edit/Delete/Create users related to that state.
