Add organizational Unit to the Dashboard

@KellyeDC @grawdon This task is completed. We added organizational Unit to the Dashboard for Super User/Admin role. It does not make sense to add organizational Unit to the Dashboard for State admin because State admin can see only users related to that state by default. Editor and Author can not see other users by default.
