NSMI API (LUIS Replacement) - NLP #978

Good afternoon Olga/Serhii,

As discussed, we are planning to disconnect the LUIS API and replace with the NSMI API developed by David Colarruso at Suffulk Univ.

Here are the details:

You'll need a Bearer Token if you want to kick the tires. So here it is:

Completed in DEV and PROD. Will remain open until Spot is returning desired results.
