Minor translation fix #33

The translation should read “Licencia Pública General” not “Licencia General Pública.” This fix will also makes it consistent with the main title.

The title was mantained as "Licencia Pública General" because is the name given by GNU to the license in Spanish (https://www.gnu.org/licenses/old-licenses/gpl-2.0-faq.es.html#WhatDoesGPLStandFor)
