Adding in a script to download PLASTiCC lightcurves, and then a metric, some utilities, and example notebooks for how they can be used.
The criteria for calling a lightcurve "well observed" could use some refinement, but this is a start. I tried fiddling with some scipy.curve_fit things, but that failed miserably, so this might be one to try and get the community working on.
