Iteration on the template LSST DESC Note #29

@heather999 What do you think? I merged the guidelines and template into one, to make it easier to get started. I'd like to put the logo at the top of the note in a header somehow, Ill think about how to do this. The reason for formatting the author list in simple italics is to make the note look more like a paper than a technote - I think this is important for our people :-)

Looks good @drphilmarshall, maybe we should just merge in this PR and go from there? I think I have the power to do that - at least GitHub offers me the option... I'm tempted to try it :)

Go for it! I just added a full width header image, which will do for now. I'll use this template to seed (by hand) the Twinkles notes so that we can get going generating some content.
