Add time history to collaboration database entries and backfill as possible #46

The database didn't end up with enough time stamps for transitions, etc. Charlotte has started working on fixing this so we can get better metrics of membership numerology vs time.

No work has been done on this.. and no expectation that there will be updates to the DESC DB in the near future.
